Was Chief of CIA's Soviet Russia Division, DDP, 16 Sept 1963 to 10 March 1968. He accompanied Richard Helms to a meeting 12 March 1964 re LHO. In late 1967, he was removed as Chief and sent to Paris as Station Chief. He was suspected of being a Soviet agent. Gave deposition to HSCA on Aug 9, 1978.
