"WISE recalled the stories of an individual named TOMMY JIM MEYER who was incarcerated for four months only on a "HOLD FOR DECKER" because Sheriff DECKER wanted to talk to MEYER about information he had concerning a murder. WISE indicated that local newspapers would run articles frequently about the plight of MEYER without shaking the resolve of the Sheriff."
