American official serving as Special Advisor to United States Delegation to the United Nations with the rank of Ambassador in fall of 1963. In contact with Cuba re detente. Testified before Senate Select Committee on Intelligence on 7/10/75. Summary of that testimony (MMF 1808-1811). 9/5/63 Lisa Howard, ABC correspondent who had just returned from Cuba, informed Atwood that Castro wanted to establish contact with the U.S.
