T.L. Baker, Dallas Police Lieutenant, testified to Warren Commission on April 22, 1964, that Oswald was arraigned for assassination of President Kennedy Saturday morning, Nov. 23, 1963, at 1:35 a.m. Justice of the Peace David L. Johnston claimed he came to Captain Fritz' office at 7:10 p.m. for the occasion. Assistant DA Bill Alexander ordered complaints to be filed on both murders. Arraigned LHO on Tippit murder but decided it was not necessary to arraign him on assassination of JFK.
