Comments:

Cuban exile who participated in Bay of Pigs and by 1969 was director of International Relations for City of New Orleans. Worked with Jim Garrison as an investigator during Garrison's probe into assassination. By 1994 he was Director International Relations, City of New Orleans and also on Advisory Committee of INCA. (See Edward S. Butler letter of Nov 1994.)
