John Mitchell had approved plans to maintain surveillance on Democrats in 1972 and reservations were made at Fontainbleau Hotel in Miami Beach in name of "Edward Hamilton" (Sturgis). After Watergate, the reservations were changed from Hamilton to Edward Failor.
