Second Secretary U.S. Embassy in Havana 1958-59. In Sept 6, 1963, memo, Gordon Chase mentioned Bowdler as one of those in State with specific knowledge of exile raids and Operation MONGOOSE. Lyndon Johnson's Latin American expert on the National Security Council.
