Member of Dallas Police Department for a "short time" around 1954. Friend of Jack Ruby?? Knoxville Office FBI # 255 317 A. U.S. Customs, Miami, stated Woodard should be considered armed and dangerous. Wife is former Bonnie Shives of Zapata, Texas. He "disappeared" in Knoxville, Tennessee, Sunday, December 1, 1963.
