An announcer with KRLD who covered the assassination. Later, he became Mayor of Dallas. On 11/22/63 he observed a 1957 Plymouth sedan proceeding west at a rapid speed on Davis Street in Oak Cliff. Wise got license number PP 4537 which belonged to Carl Amos Mather.
